Policy Manager - Housing

The Climate and Community Project is a dynamic organization looking for a full time Housing Policy Manager who is invested in building a think tank rooted in climate, racial, and class justice. The Housing Policy Manager will work closely with our tight-knit staff and fellows to research, manage, and execute projects designed to tackle the intersecting housing and climate crises, pushing for– and winning– a future of green housing investment for working class families in the United States. The ideal candidate will have a combination of research, organizing, and campaigning skills, strong working knowledge of housing and/or climate policy, tenants rights politics, and interest in working directly with movement partners to build power.

Essential Duties and Responsibilities:

  • Support research development and advocacy on issues that include subjects such as housing decarbonization, housing and tenant rights, building electrification, Inflation Reduction Act implementation, green social housing, and more. 

  • Build and maintain relationships with movement partners; housing and tenant justice allies; climate and environmental justice advocates; and policymakers.

  • Capacity to lead deep conversations about the intersections of climate policy and tenant justice needs.

  • Ability to develop and project manage materials such as research-based reports, talking points, policy memos, op-eds etc.

  • Publicly represent the organization at convenings, coalitions, etc for strategy sessions, workshops, and in media.

  • Coordinate CCP fellows across multiple academic and research institutions.

  • Manage community and peer reviewer processes.

Education and/or Experience:

  • Five plus years of research or policy experience, with deep expertise in housing and climate justice. 

  • Master’s degree preferred.


Knowledge, Skills and Abilities: 

  • Commitment to race, gender, class, and climate justice.

  • Interest and expertise in housing justice, tenants rights, decarbonization and electrification,industrial policy, and the political economy of housing in the United States.

  • Has a campaigning mindset, contextualizing research projects within the political economy and the partner ecosystem. Familiarity with local-, state-, and federal- policy making issues that affect housing availability, quality, and affordability. 

  • Ability to coordinate with multiple partners and proficiency navigating social movement, and especially climate movement dynamics. 

  • Strong written and verbal communications skills, including the ability to communicate across a range of stakeholders including movement allies, scholars, policymakers, unions, etc.

  • Effective time management skills, including prioritizing and managing multiple tasks, with light supervision.

  • A resilient and flexible team player who is a fast learner, can handle a fast paced, highly collaborative team culture. Able to work with fellows, staff, and partners spread across multiple geographies and willing to support colleagues on work not directly related to housing. 

  • Recognizes how their identities show up in the work, and welcome, reflect on, and act on feedback with an eye toward continuous learning about race, gender, ability, and other lines of difference.

  • Ready to win progressive climate policies!

Organizational Relationship: The Policy Manager reports to the Executive Director, and collaborates with other staff, consultants, and partners.


Location: This is a fully remote position with the selected candidate needing to be located within the United States. Some travel will be expected. 


Time: This is a full-time, exempt position working an average of 40 hours a week. At times, evening and/or weekend work may be needed to complete tasks. 


Physical Demands: Ability to work at a computer for 8 hours per day. Also, requires frequent communication with others including hearing and speaking clearly with adults. Compensation and Benefits: Salary range is $85-95k, commensurate with experience.  We offer a comprehensive benefits package that includes employer-paid health, dental, and vision insurance, a 4% employer match 403b retirement account, and paid holidays, vacation, and sick time.
